As the COP28 negotiations go down to the wire, language over fossil fuels has emerged as a key flash point. Meanwhile, the International Energy Agency is sounding new warnings that the world remains off track to avert the worst consequences of climate change. A long-standing call to phase out fossil fuel subsidies was reiterated.
