COP28 Tuesday: Talks Run Over, But Move Forward

As COP28 moved past its scheduled end and into overtime on Tuesday, delegates continued to negotiate into the night. The COP presidency was expected to release a third draft agreement text in the early hours of Wednesday. Many countries had vociferously rejected a second draft released on Monday that weakened the language on fossil fuels present in a first version. It remained a divisive issue, but there were indications late Tuesday that the language could be strengthened somewhat in the next draft, in the hope of wrapping up the summit Wednesday.
