Russian Exports: 2025 Begins With Rough Patch for Crude, Products Flows

  • Oil exports from Russia had fallen since the start of 2025 due to sanctions, drone attacks and weather, but by the second half of February, the decline reversed and shipments stabilized.
  • For full-year 2004, crude exports dropped on the year by 220,000 barrels per day to 4.8 million b/d, primarily the result of output restrictions under the Opec-plus agreement.
  • For four years straight, seaborne shipments have grown in absolute terms, accounting for a greater share in overall oil exports.

  • Since the start of 2024, exports of petroleum products have stumbled due to unplanned refinery outages, mostly from drone attacks.

Sanctions against the so-called shadow tanker fleet, sustained Ukrainian drone attacks and inclement weather wreaked havoc on Russia’s oil and refined products exports in the first two months of 2025.
