COP29: What Would Success Look Like?

Success at big UN climate talks is virtually impossible to measure — most of the time. The process at these conferences of the parties (COP) is slow-moving and evolutionary, with the success or failure of any one COP often resting not just on the negotiations themselves but on the momentum created by the many announcements and initiatives happening on the sidelines. Yet this year, the criteria for success at COP29, which starts next week in Baku, Azerbaijan, is clearer cut. Climate finance is the central item on the agenda — alongside finalizing Article 6 of the Paris Agreement, which is less known in the mainstream but crucial for energy industry players watching the rollout of carbon markets.
