The Bulgarian government’s decision last week not to sell equipment from the country's abandoned Belene reactor newbuilds to Ukraine — if it holds — will leave Ukraine without its potentially shortest and cheapest path to new nuclear but is unlikely to result in Bulgaria completing Belene any time soon. The rationale behind the political decision is muddled and could still be reversed given Bulgaria's unstable politics.
