The proposal prompted immediate pushback from Slovakia and Hungary. The legislation promised in the May 6 road map still needs to be drafted and introduced through the European Parliament, but it is nevertheless much more likely to pass than a sanctions package targeting Russian nuclear fuel, as, unlike sanctions, it does not require unanimous approval from EU member states.
